    1996 Three Rivers Festival Fort Wayne Indiana License Plate Special Issue ~ Low Number #28
    These specialty plates were very limited in production, usually between 25 and 50 each year.
    The art is printed on the metal plate, featuring the Festival logo of 3 waves/ribbons representing the rivers.
    The plate number "28" is raised.
    There is a repeating pattern of an Indiana state seal hidden in the paint finish, visible only under bright light.
